The study on the creation of an EU Consolidated Tape – SUMMARY

A presentation of the Summary and Highlights:
This study (from Oct 2020) analyses the demand for consolidated European financial market data in equities and bonds. It examines the benefits that would arise from such data, the challenges to creating it and recommends an architecture for future data consolidation. The study is based on the input of 200 data stakeholders, as well as research into North American consolidation frameworks.

Ramifications of the EC’s work regarding a European Consolidated Tape

Here we go again – the discussions surrounding the pros and cons/right and wrongs of a European Consolidated Tape (CT) have been with us for years now. In the latest European Commission work this issue is yet again up for review and discussion. What are the arguments in favor of such a CT? Why and how are some objecting to the premise? What exactly is such a Consolidated Tape and who would be best placed to operate it? What is the overall process for deciding all of this? Europe has often looked over to the US in respect of their Consolidated Tape Plan but even the US have been reviewing how that works – or how it could work better. Is a CT the optimal route towards best execution and a fairer market? Lots of questions – not so many answers out there. We know RCB (Reasonable Commercial Basis) is another hot topic – we are saving that for another day.

David Anderson is a well know market data consultant on both sides of the Atlantic. He has worked in the market data industry since 1984 – including roles with Telerate, Bishopsgate Systems and he spent nearly 13 years with Reuters culminating in various global marketing roles; predominantly working on market data systems (e.g. Triarch and RMDS). Since 2002 David has been operating Atradia (www.atradia.com), a management consultancy practice focused on the market data industry. He has been quoted commenting on the market data industry in major publications such as the Wall Street Journal, the Financial Times, the International Herald Tribune, Business Week and many others. David speaks on the subject of market data at conferences and has moderated a wide variety of industry panel sessions. He edited the respected annual ‘IMD Reference’ book between 2003 and 2009 and most recently he has been very closely involved with the new SIIA/FISD initiative to create a professional certification program for market and reference data practitioners. David also acts as a Program Director for a variety of other FISD activities.

Niki Beattie is CEO of Market Structure Partners, a firm she founded in 2008 which provides strategic advice on financial market structure issues to global exchanges, clearing houses, technology firms and market participants. As well as being an expert on financial market structure, Niki has been instrumental in creating competition and change in the European trading environment throughout her career. In addition to her consulting work, Niki has considerable experience of the Boards of both listed and private companies, as well as serving on regulatory committees.

Stephen is the Director of European Market Data for Cboe Global Markets, one of the world’s largest exchange holding companies. Stephen is based in London and is responsible for the commercial management of Cboe Europe’s market data business, including sales, pricing, strategy and data policy. Prior to joining Cboe, Stephen held positions at various exchange, consumer and vendor firms giving him a well-rounded view of the industry.

MD – EMEA Head of Electronic Trading and Market Structure, Blackrock

Daniel Mayston, PhD, FRM, Managing Director, is Head of Market Structure and Electronic Trading in BlackRock’s Global Trading organization in Europe. He also takes the reports of the Market Structure as well as Trading Research teams globally. Dr. Mayston is responsible for overseeing electronic trading initiatives, adapting the trading platform in the light of market structure evolution, and delivering execution research across all asset classes. His role’s mandate includes strengthening the role of quantitative data, modelling and technology in the trading process to drive execution performance. His research responsibilities include the delivery of cutting-edge transaction cost and liquidity models which combine traditional econometric techniques with innovative machine learning approaches. He also represents BlackRock externally on various industry bodies and at conferences to advocate for trading and market structure solutions in the interest of the end investor. Prior to his current role Dr. Mayston was Global Head of BlackRock’s Trading Research within the trading organization, overseeing and managing the global research team. He started his a career in a Quantitative Researcher role in which he developed short- and mid-horizon alpha signals and trading insights. Dr. Mayston earned a PhD in Finance from the University of Cologne. His academic focus was on liquidity risk and limit order book markets. He is a Financial Risk Manager (FRM) charter holder.

Head of Commercial Management, Market Data, Euronext

Shelley is Head of Commercial Management, Market Data at Euronext, the leading pan-European exchange that operates regulated markets in Belgium, France, Ireland, The Netherlands, Norway and Portugal. Based in Amsterdam, she is responsible for the commercial management of Euronext’s real-time market data business. She has nine years of experience varying from market data operations and compliance to pricing, policy and regulatory aspects of the real-time market data business, and is a member of the FESE Market Data Expert Task Force and the FIX MMT Steering Committee, giving her a good overview of developments in the market data industry.

Rudolf Siebel is responsible for Legal, Statistics & Research and IT at BVI, the German asset management and fund industry trade association. He represents the interests of the fund industry on the Technical Committee at the German Federal Financial Supervisory Authority (BaFin). Rudolf Siebel was on the German SEPA Committee. He is Chair of the Trading, Reporting & Market Infrastructures Standing Committee of the European Fund and Asset Management Association (EFAMA). He has been appointed a member of the Financial Stability Board (FSB) working group “Private Sector Preparatory Group”. This working group advises the supervisory officials on the Financial Stability Board on introducing and developing the Legal Entity Identifier (LEI). He is Member of the German Asset Management Standards Committee (GAMSC) to support GIPS standards. Rudolf Siebel was a member of the European Post-Trade Forum (EPTF) of the European Commission and he also was a member of the Consultative Working Group of ESMA’s Post Trading Standing Committee. He was Vice Chair of the international securities standardisation association, Securities Market Practice Group (SMPG). Previously, he was a Vice President – Senior Credit Officer with Moody´s Investors Service.

Evert-Jan is the management team – member with global responsibility for all delivery of managed service, expert assistance and projects within TRG Screen. Previously, he ran Market Data Consultancy at Screen Consultants. Prior to TRG Screen Evert-Jan held senior commercial and operational roles at Global Insight (now IHS Markit), MSCI and Datastream (now Refinitiv).
